Senators blocked the crypto bill. Traders knew by lunchtime.

At 2:15 yesterday afternoon the US Senate voted on whether to start debating the CLARITY Act. It went 49 to 50, and it needed 60. Every Democrat voted no and a few Republicans joined them.

This wasn't a vote to pass the bill. It was a vote on whether to discuss it on the floor at all.

Sunday night had looked different. Republicans released what they called their final draft, carrying more than a hundred changes Democrats had asked for.

Trump had agreed to an ethics package. It would bar the President, the Vice President and members of Congress from launching or promoting tokens, and their spouses with them. None of them could hold more than $15,000 of equity in a business that makes most of its money issuing digital assets.

State attorneys general would enforce it. That mattered, because Democrats did not trust Trump's own Justice Department to do it.

By Monday night Democrats wanted more. They wanted the rules to cover officials' children, and holdings sold rather than moved into a trust.

Republicans rejected that on Tuesday morning, hours before the vote.

The rejection was public, and the people with money on it moved first. The Polymarket contract on CLARITY becoming law this year was 29.5% on Monday afternoon and 12.5% by Tuesday morning. It reads 5% today.

Bitcoin was already below $76,000 before a single senator voted. Circle, the listed company with most riding on the bill, fell 11.61% to $86.11 twenty-seven minutes after the vote was due.

So there is no American rulebook for crypto this year, and with Congress leaving town before the midterms, probably not before those either. The SEC and the CFTC keep writing rules under the powers they already hold. Those rules are real, and the next administration can rewrite them.

Warsh decides rates today. Bond traders moved on Monday.

The Federal Reserve decides this afternoon. Kevin Warsh is chairing his second meeting since he took the job. In mid-August traders put the chance of an increase at one in three.

After Warsh's speech on inflation last month it went to two thirds. By yesterday morning it was 95%.

Bond traders didn't wait. On Monday the yield on the 10-year Treasury note crossed 5%, its highest since 2007. That is the rate that sets mortgages and prices stocks, not the overnight rate the Fed votes on.

Jeffrey Gundlach, who runs DoubleLine, said he'd expect long-term rates to rise sharply if the Fed holds instead.

Everything we track fell going into the decision. Bitcoin fell least and Solana fell most, which tells you the selling is about rates rather than anything crypto did to itself.

Twelve exchanges list futures on a company nobody can buy.

Anthropic hasn't sold a share to the public. Twelve exchanges will let you bet on what it's worth anyway.

A perpetual future never expires and never delivers anything, so an exchange doesn't need the stock to open a market in it. Traders on these venues price Anthropic at around $2.1 trillion.

Entropy, built on Hyperliquid, holds more open interest than any of them. It opened its Anthropic market on 19 August. It now carries $30.63 million of open interest and trades about $10.22 million a day.

There is no spot price to anchor any of it, so each exchange picks its own reference. Coin Metrics measured a 2.47% gap between the centralized exchanges and Entropy.

Getting exposure to a private company used to mean being rich enough to be let in. Now it's a button, with no share behind the price and no filing to check it against.

01 CoinEx is shutting down. The exchange is closing after nine years and withdrawals stop on 22 December, with $422.7 million sitting across 3.2 million addresses. Its own reserve page carries no current audit rows.
02 Two Robinhood engineers are charged. Hefu Chai and Huaisong Xiang each face a Commodity Exchange Act charge and a wire fraud charge over trades placed on Hyperliquid before listings were announced. The amounts are small and the precedent isn't.
03 Oil, and the closed Strait of Hormuz. US crude is above $103 and Brent near $108 after a Saudi pipeline shut. American oil executives spent months warning that a long closure would bring a fuel crisis, and now say it has arrived.

Bitcoin $75,682, down 3.1% on the day. Ether fell 4.4% to $2,401 and Solana lost the $100 handle, down 5.5% to $96.91.
Circle fell 11.61% to $86.11. That was 27 minutes after the vote was due, and it's the most precise reading anyone has on what the failure cost.
Balancer is winding down. One of Ethereum's first automated market makers is returning its treasury, on the same day CoinEx announced its own closure.
